    Polycentrism and Flux in Spatialized Management: Evidence from Maine\u27s Lobster (Homarus americanus) Fishery

    Spatial approaches to fisheries management hold great promise but require continued conceptual and policy development. Polycentrism and flux emerge as useful concepts, drawing lessons from more customary, informal resourceuse patterns to produce more innovative “spatialized” policies within existing governance architectures. Empirical evidence from Maine shows that pioneering efforts have been limited by the single-species focus of conventional management hierarchies. As entry limits have consolidated the fishing fleet and eliminated flexible, diversified, and adaptive business strategies, cross-species and habitat externalities have become problematic. State lobster (Homarus americanus Milne- Edwards, 1837) comanagement zones have achieved some successes, including trap limits and improved industry-management communications, but incur significant transaction costs and raise equity and stewardship concerns. Kindred proposals for spatial refinement of groundfish management and locally based area-management councils lack support from the state Department of Marine Resources, Atlantic States Marine Fisheries Commission, New England Fishery Management Council, and National Marine Fisheries Service. Broader and more transparent deliberation of explicitly spatial and ecosystem approaches might be advanced by citizen panels convened to foster polycentric decision structures and accommodate more integrative management strategies

    Calls for cross-scalar theoretical and methodological approaches are not new to commons scholarship. Such efforts might be hastened by channelling poststructuralist and critical theory perspectives through the geographic subfield of political ecology, including attention to political scales and subjects. Toward this end, this paper reconsiders Maine’s lobster fishery. This case has provided rich material for watershed commons scholarship, demonstrating the ability of social groups to conserve resources independent of government or markets, and it continues to offer new findings. Recent fieldwork shows that as lobster boat captains advance collective interests through state-supported co-management governance arrangements, concerns of crew and non-fishing community members may be marginalized. Regulatory exclusion prevents broader distribution of resource benefits at a time when employment alternatives are scarce. More pluralistic approaches to commons theory and its policy application have utility well beyond the lobster case

    Hog Daddy and the Walls of Steel: Catch Shares and Ecosystem Change in the New England Groundfishery

    The U.S. National Oceanic and Atmospheric Administration implemented marketbased fishery management in the New England groundfishery as catch shares, controlling aggregate harvests through tradable annual catch quotas allocated to fishing groups called sectors. Policy supporters assert that resulting markets raise conservation incentives. In compliance with the Magnuson–Stevens Fishery Conservation and Management Act, species assessments permit catch shares to replace more spatially and temporally specific constraints on fishing gear, time, areas, and daily harvest limits. Qualitative evidence from field interviews and participant observation questions the efficacy of catch shares. Fishing industry members observe that increased presence of large trawl vessels in previously protected areas damages fish subpopulations and benthic habitat. Regulatory bioeconomic models fail to consider these lay observations. The consequent inability of quota markets to recognize the materiality of human–environment relationships at the spatiotemporal scales of fishing activity, and to internalize associated externalities, may have devastating consequences for the fishery

    Apprenticeship and Conservation Incentives

    Apprentice programs offer a method to encourage responsible individual behavior by laying the foundation for successful collective property rights. Apprenticeship has three purposes: to restrict the rate of entry, to affect the quality of the participant, and to create the conditions for collective action for sustainability. Apprenticeship could be an important fishery management tool, particularly in decentralized, adaptive management regimes that require ongoing, multi-party negotiation for success. It is not vocational training; instead it serves a public purpose: to create the conditions for stewardship and participation in management. This perception of collective property right mimics customary practice in some successful traditional fisheries such as the Maine lobster fishery where customary practice has been demonstrated both to have conservation benefits and to lower enforcement costs. Case information from Maine’s new, statutory lobster apprentice program is discussed. Apprenticeship creates conditions for responsible behavior by creating a stable population that can develop long term assurances about expected behavior and can develop credible internal monitoring and sanctions. In addition to requiring a personal investment of time, it provides information about fishing ethics and non-fishing information about basic biology, ecology, and participation in the management system. This, because it changes the frame of reference, should affect individual behavior both fishing and as participants in management. Apprenticeship focuses on the individual fishing as the principal actor in conservation. The apprenticeship approach bolsters both co-management and, for that matter, conventional limited entry programs as well

    Paper fish and policy conflict: Catch shares and ecosystem-based management in Maine's groundfishery

    The National Oceanic and Atmospheric Administration professes support for ecosystem-based fisheries management, as mandated by Congress in the Fishery Conservation and Management Act, and as endorsed by the Obama Administration's national ocean policy. Nonetheless, driving agency policies, including catch shares and fishing quotas, focus principally on individual species, diverting attention from ecosystem considerations such as habitat, migratory patterns, trophic relationships, fishing gear, and firm-level decision making. Environmental non-governmental organization (ENGO) agendas manifest similar inconsistencies. A case study of Maine's groundfishery demonstrates implications of this policy conflict at the local level. There, multigenerational fishing villages have historically pursued diversified and adaptive livelihood strategies, supported by local ecological knowledge. This tradition is increasingly eroded by regulatory constraints, including catch shares. Field observation, interviews, survey data, and archival review reveal that industry-supported, ecosystem-focused proposals have been rejected by the New England Fishery Management Council, despite the apparent failure of single-species approaches to sustain fish populations, fished ecosystems, and fishing-dependent communities. The creation of groundfishery catch share sectors is likely to perpetuate industry consolidation and political entrenchment under more mobile capital, following precedent set by days-at-sea, and making area protections and gear restrictions less likely. Pending marine spatial planning efforts could enhance social-ecological resilience by creating new opportunities for transdisciplinary decision support, and broader public participation and accountability

    Preparing for a Northwest Passage: A Workshop on the Role of New England in Navigating the New Arctic (March 25 - 27, 2018 -- The University of New Hampshire) paired two of NSF\u27s 10 Big Ideas: Navigating the New Arctic and Growing Convergence Research at NSF. During this event, participants assessed economic, environmental, and social impacts of Arctic change on New England and established convergence research initiatives to prepare for, adapt to, and respond to these effects. Shipping routes through an ice-free Northwest Passage in combination with modifications to ocean circulation and regional climate patterns linked to Arctic ice melt will affect trade, fisheries, tourism, coastal ecology, air and water quality, animal migration, and demographics not only in the Arctic but also in lower latitude coastal regions such as New England. With profound changes on the horizon, this is a critical opportunity for New England to prepare for uncertain yet inevitable economic and environmental impacts of Arctic change

    Honoring the Mother of All People; Contemporary Indigenous Leadership in Revitalizing Environmental and Cultural Sustainability

    This series of events brings Indigenous perspectives from 22 Indigenous speakers across the U.S. and Arctic regions to discussions of sustainable futures within the New Hampshire community. There is growing movement in the academic community to understand how Indigenous knowledge and cultural heritage can deepen our thinking about sustainable futures. While most researchers recognize that anthropogenic climate change and other sustainability challenges require humanistic as well as scientific approaches, many have yet to thoroughly understand the colonial legacies that initiated many of these sustainability problems and continue to impede our study and solutions. The 2020-2021 Sidore Series was designed to increase awareness about Indigenous perspectives on climate change and cultural resilience; showcase examples of how Indigenous groups are engaged in regional, national, and international dialogues on climate and sustainability; explore how the University of New Hampshire can bring these ideas into teaching, research, and scholarship; and initiate relationships with Indigenous communities to pursue collaborative capacity-building for the co-production of knowledge

    Global health competencies and approaches in medical education: a literature review

    <p>Abstract</p> <p>Background</p> <p>Physicians today are increasingly faced with healthcare challenges that require an understanding of global health trends and practices, yet little is known about what constitutes appropriate global health training.</p> <p>Methods</p> <p>A literature review was undertaken to identify competencies and educational approaches for teaching global health in medical schools.</p> <p>Results</p> <p>Using a pre-defined search strategy, 32 articles were identified; 11 articles describing 15 global health competencies for undergraduate medical training were found. The most frequently mentioned competencies included an understanding of: the global burden of disease, travel medicine, healthcare disparities between countries, immigrant health, primary care within diverse cultural settings and skills to better interface with different populations, cultures and healthcare systems. However, no consensus on global health competencies for medical students was apparent. Didactics and experiential learning were the most common educational methods used, mentioned in 12 and 13 articles respectively. Of the 11 articles discussing competencies, 8 linked competencies directly to educational approaches.</p> <p>Conclusions</p> <p>This review highlights the imperative to document global health educational competencies and approaches used in medical schools and the need to facilitate greater consensus amongst medical educators on appropriate global health training for future physicians.</p
